As per documents given to the National Highway Traffic Safety Administration, the headlight assembly had paid attention by giving shield over the headlight bulb.

Not only tires or brakes, headlights are also very important component of any motor vehicle. Harley-Davidson will agree, as the motorcycle manufacturer has recalled 31,346 sports motorcycles covering the 2019 to 2021 model years because the headlights could fail. The recall also affects 796 headlight assemblies sold as replacement parts for use on the 2005-2019 Sportster, 2005-2017 Softail, 2005-2017 Diana and 2005-2011 V-Road.

That bulb shield can cause the bulb to heat up in the wrong areas and potentially develop a hole and burn the filaments inside, making the light useless. It would turn the shield in these headlight assemblies to make sure this issue does not occur.
